Synagro Announces Award of Major Class A DBO

TEXAS, HOUSTON, May. 9 -/E-Wire/-- Synagro Technologies, Inc. (NASDAQ Small Cap: SYGR), a full service provider of nonhazardous wastewater residuals management services, announced today that the City and County of Honolulu ("City") has awarded to Synagro and signed a contract to design, build and operate a biosolids digestion, dewatering and heat drying/pelletization facility providing service for Honolulu's largest wastewater treatment plant. The contract provides for an initial term of 15 years with an option to renew for an additional 10 years. Based on the agreed upon terms, Synagro can generate revenues between $92 and $144 million over the life of the contract.

The public/private partnership created by this contract provides the City and its residents a 25-year solution to their biosolids management needs. Synagro is teamed with GMP & Associates, Hawaiian Dredging Construction Company, Andritz-Ruthner, Inc., and Chicago Bridge & Iron Company for the design and construction of the facility at the City's Sand Island Wastewater Treatment Plant. Andritz-Ruthner is the industry leader in heat drying/pelletization technology, with over 55 facilities worldwide. Chicago Bridge & Iron is the global technology leader in egg-shaped digestion. Hawaiian Dredging and GMP will lend their local expertise to the construction, engineering and permitting of the facility.

The facility is expected to be operational in late 2004 and will process up to 10,000 dry tons of biosolids annually. The facility will convert biosolids, which are currently being landfilled, into a commercial grade, Class A organic fertilizer product that will be marketed by Synagro. At the present time, Synagro markets over 150,000 tons of Class A pelletized biosolids annually worldwide.

Mayor Jeremy Harris stated, "This is an important step forward in using cutting-edge technology to make Honolulu a world-class sustainable city. It is part of our comprehensive plan to recycle and reuse material instead of sending it to landfills. This facility will complement our H-Power plant that generates electricity from refuse-derived fuel and our state-of-the-art plant that processes wastewater for industrial and agricultural use. This new biosolids processing plant will divert material from our landfills, provide high-quality fertilizer, reduce our dependence on imported oil, help preserve our environment and move Honolulu closer to its sustainability goal."

Synagro's Chief Executive Officer, Ross M. Patten, stated, "We are very excited to be part of this important project for the residents of Honolulu. This project incorporates the most environmentally and technically advanced processing technology available. We look forward to starting the design, engineering and permitting of the facility this month and becoming a long-term contributing member of the local community. I want to thank Mayor Harris and his professional staff for selecting Synagro for this important project."

Synagro is the largest national company focused on nonhazardous wastewater residuals management services in North America, serving over 1,000 municipal and industrial wastewater generators in 35 states and the District of Columbia.
