BEM Systems, Inc. To Host July 31 Roundtable Seminar on NRD (Natural Resource Damage) Strategies
NEW JERSEY, CHATHAM, Jun. 30 -/E-Wire/-- Concern is running high as New Jersey businesses and landowners, already struggling against weak markets and a sluggish economy, anxiously await and prepare to deal with the state's natural resource damage (NRD) enforcement program, which is expected to intensify over the coming months. To help affected stakeholders understand the critical issues relative to the topic as well as predict and plan for their potential financial and legal liability, environmental consultant BEM Systems, Inc. (Chatham, NJ) will host an interactive round-table discussion in Livingston, New Jersey, July 31. The program is intended to be of value for all stakeholders, including owners of affected properties, developers, land preservation trust organizations, manufacturers and others, as well as their insurers, attorneys and other interested parties.
Federal and state NRD laws and regulations empower regulatory agencies to demand payment or restitution -- over and above the cost of fines and cleanups -- when resources such as groundwater, wetlands, and wildlife have been damaged by spills or discharges of fuels and problem chemicals. These laws have been on the books for many years -- over 30 years, in some cases -- but have not been applied aggressively or systematically. New Jersey has taken a leadership position on this issue, and Commissioner Bradley M. Campbell of the N.J. Department of Environmental Protection has stated, "As trustee of water resources, we are aggressively stepping up efforts, which are long overdue, to follow through with that important mandate." Several other states, including New York, New Mexico, California, Texas, and Oregon, are expected to be watching closely and potentially begin using the New Jersey NRDA program as a model for their own.
At the BEM Systems NRD Roundtable July 31, diverse participants from the regulatory, environmental, legal, insurance, and scientific communities will wear their respective professional hats to compare and debate their perspectives concerning a realistic NRDA scenario. The moderator will be Donald W. Richardson, CPG, BEM's Director of Remediation Services.
