Rabago and Yeoman Join HARC Research Team

THE WOODLANDS, TEXAS, Dec. 12 -/E-Wire/Business Wire/-- The Houston Advanced Research Center (HARC) has announced two senior appointments who will strengthen the center's capabilities in clean and renewable energy and high performance green buildings. Karl R. Rabago joins HARC as group director - Energy where he will be responsible for expanding HARC's fuel cell program as well as developing complementary activities that promote clean and renewable energy forms. Brian Yeoman becomes senior scientist in HARC's Sustainable Technologies Group where he will support the development of high performance green buildings that are energy efficient, cost effective, and healthy for occupants and the environment. In making the announcement, Tom Carroll, HARC vice president and COO, said, "We are fortunate to have attracted two exceptional individuals who are highly respected and accomplished in their fields. Their expertise will be invaluable as HARC strives to provide environmentally responsive solutions to regional growth." Rabago is well-known in the Texas energy scene and brings a wealth of experience in government, business, and not-for-profit environmental organizations in the areas of clean energy, environmental stewardship, and sustainable development. He is a former commissioner of the Texas Public Utility Commission, served as deputy assistant energy secretary within the U.S. Department of Energy, championed environmentally responsive initiatives as energy program manager at Environmental Defense, and built a successful consulting practice at the Rocky Mountain Institute. Prior to joining HARC, he served as sustainability alliances leader for Cargill Dow LLC, a company commercializing new synthetic polymers derived from renewable raw materials. An attorney who earned his law degree from the University of Texas, Karl also holds post-doctorate degrees in military and environmental law. Earlier in his career, he was an associate professor in law at the U.S. Military Academy at West Point and also taught environmental law at the University of Houston. Yeoman is former associate vice president at the UT Health Science Center and is a recognized leader in the application of green building technologies and practices. He was instrumental in the development of several campus buildings that have won national recognition for green design, with such features as a green roof, rainwater recycling, and solar power. In addition to leading campus-wide sustainable development strategies and projects, Yeoman headed up a team responsible for $297 million in new facility construction, directed a comprehensive review of building systems supporting the campus master plan, and served as liaison to FEMA on a more than $100 million flood recovery effort following Tropical Storm Allison. Created in 1982, HARC is an independent research organization dedicated to mobilizing the tools of science, technology and policy to improve people's lives and to protect the environment.
