Julia Lester joins ENVIRON's Southern California Air Quality Management practice.

LOS ANGELES, CALIFORNIA, Sep. 14 -/E-Wire/-- Joseph Hower, P.E., D.E.E., leader of ENVIRON's Southern California Air Quality Management practice, is pleased to announce the addition of Julia C. Lester, Ph.D., as a Senior Manager in the firm's Air Quality Management practice in the Southern California business unit. Dr. Lester's experience and expertise enhance and strengthen ENVIRON's existing services to clients in the region, particularly in the newly regulated agricultural sector. "We are pleased to add an individual of this caliber to the ENVIRON team," says Mr. Hower.

Prior to joining the firm, Dr. Lester spent 15 years in positions of increasing responsibility in California's South Coast Air Quality Management District, where she gained substantial expertise in air quality planning and analysis, including control strategies for agriculture and many other sources. She has a Ph.D. and an M.S. in Chemical Engineering from the California Institute of Technology and a B.S. in Chemical Engineering from Purdue University.

Dr. Lester has been actively involved in advancing science-based air quality regulations. Her 2004 affiliations include participation in the STAPPA/ALAPCO Agriculture/Air Subcommittee; the Western States Air Resources Council (WESTAR) PM Technical Committee; and the Best Available Control Measure (BACM) SIP Working Group. Dr. Lester is on the leading edge of the current regulatory development programs involving dairies, ranches, farms and other agricultural entities that are now subject to air quality permitting and regulations due to changes in California law. Highlights of her professional career include:

--- Resolving complex technical, legal, and policy issues for multiple air quality regulatory projects, including first-in-the-nation rules and plans.

--- Implementing several technical enhancement programs for inventory development, modeling, and control of airborne particulate matter (e.g. PM10, PM2.5) and precursors such as fugitive dust and ammonia. Includes contract studies, and in-house GIS applications. --- Initiating and leading working groups that included SCAQMD staff, the regulated community, and environmental groups that successfully met legal and air quality plan requirements, achieved technical consensus, and minimized potential rule burdens for a variety of regulated sources.

--- Conducting comprehensive regional modeling and analysis for ozone, small particulate matter, and carbon monoxide, including analysis of control strategies, hydrocarbon reactivity, biogenic emissions, and alternative chemical mechanisms.

In addition to her technical expertise, Dr. Lester has demonstrated outstanding project leadership and consensus-building skills. A widely published author, she has been highly praised for her ability to present complex scientific and technical information to lay audiences, including elected officials, municipal governments, government agencies, industry leaders, the public, and the media.
