FOR IMMEDIATE RELEASE:

Napier Environmental Technologies Inc. Teams Up With Universal Ice Blast, Inc.

CANADA, Apr. 3 -/E-Wire/-- Napier Environmental Inc. (TSE:NIR) is pleased to announce that it has completed a reciprocal marketing agreement with Universal Ice Blast Inc. (UIBI) of Kirkland, Washington.

Napier and UIBI will allow each other a non-exclusive right to cross-market our respective technology.

Universal Ice Blast Inc., a Kirkland Washington based company, has patented an environmentally friendly, cost effective technology that cleans tough industrial jobs using ice crystals as a blast medium. Napier is a manufacturing and marketing company that has been providing environmentally friendly chemical solutions for coating removal and cleaning to customers in architectural, industrial, automotive and marine markets worldwide.

These two companies were first introduced on a job assignment in Stanford, California. The job was to strip lead based paint from buildings on the Stanford University campus. The contractor for the job, Mr. P Khong, a frequent user of the Ice Blast technology, recommended Napier to UIBI. "We have been looking for an environmentally friendly / worker-safe product for a long time. Most products on the market today are really tough on workers and very difficult to apply. We found Napier's' product easy to apply and very effective in removing paint systems. Most importantly, it did the job without harm to workers or the environment.' Says Sam Visaisouk, President of UIBI.

Mr. D White of Stanford University's Environmental Health and Safety Department adds, "We specified this removal method because of the benefits that the ice blast technology brings to the job site...negligible water to clean up, a thoroughly cleaned surface, enhanced worker safety and no dust. I think ice blast maybe the most effective method for many large-scale lead paint removal jobs. Ice blasting has been used with much success on both historic sand stone and structural steel at Stanford University.'

This exciting discovery led to further investigation regarding today's market needs. "We assessed the use of Napier's product range as a pre-treatment for enhanced performance for UIBI's Ice Blast Technology. It was found that by combining the application of both technologies, contractors would have access to a complete system for coating removal and surface preparation, broadening the application opportunity even into the heavy industrial markets. Cross marketing with Napier means reducing our costs of distribution, and allows both technologies access to many more distribution channels and job opportunities, a win-win situation!' Says Sam Visaisouk.
