New Software Streamlines Reporting of Emissions Allowance Transfers to EPA
CALIFORNIA, LOS ALTOS, Dec. 3 -/E-Wire/-- ESP (Environmental Software Providers) today announced the release of Version 7.1 of its Allowance Tracking Workstation (ATW) software. The new version includes an XML file transfer capability which takes advantage of the XML upload capability in EPA's new Online Allowance Tracking System (OATS), in order to dramatically streamline the process of notifying EPA of allowance transfers. Users of ATW, the industry's leading emissions allowance management software, will no longer need to make use of an error-prone paper-based system for communicating about allowance transfers with the EPA.

While EPA's new OATS program allows emissions allowance transfers to be online at a dedicated website, many companies choose to use allowance management systems such as ATW. Such systems enable them to manage their allowance portfolios to optimize portfolio performance and reduce the cost of compliance. The new XML upload capability in OATS allows companies to move transaction information electronically from their own allowance management systems to the EPA. For ATW users, the result is decreased time and increased accuracy in the processing of allowance transfers.
"We're very happy to release OATS to the public," said Janice Wagner, Market Operations Branch Chief of EPA's Clean Air Markets Division. "This program will save industry time and money by making the allowance transfer process web-based and lowering transaction costs."
ESP worked together with EPA as part of an industry group in order to establish the specifications and test the new OATS XML file transfer capability. "We appreciate the efforts of ESP during the initial design of OATS and during the testing phase," said Wagner. "The XML file upload capability should be of benefit to their customers and will help move the industry toward a fully automated emissions allowance portfolio management process."
